Many institutions lack the infrastructure or clear processes to systematically collect and report hazing data as required by the Stop Campus Hazing Act, which was signed into law in December 2024. This may result in inconsistent compliance and challenges in fulfilling transparency mandates. Additionally, institutions may hesitate to report hazing incidents openly, fearing that transparency will damage their reputation, discourage prospective students, or alarm current stakeholders.

Students, faculty, and staff misunderstand what constitutes hazing or fail to recognize its harmful impact, further compounding accurate reporting. Unfortunately, institutions often lack sufficient financial and human resources to implement and sustain effective hazing prevention programs, reporting mechanisms, and support systems for survivors to heal.

Special Note: The presentation will address the elements of SCHA and its intersection with the Clery Act and other state specific regulatory requirements using Adam’s Law in the Commonwealth of Virginia as a lens by which to examine the similarities and differences of each legislative priority.
